On basement slab can tile be applied directly to cement with thinset mortar? Or should there be a bonding agent applied with roller before thinset is laid down? This is for ceramic tile. Thank you.

Thinset will work over clean concrete, roughing up the face of the concrete will give it a better bite.

As long as there are no cracks, paint or sealers on the slab.

Cleaning it well with a de-greaser should be all it would take. As long as it's clean and somewhat porous, it will hold.
