Can I lay over the top of black glue from old tile floor is scraped flat.

Yes you can. You should cut off as much as possible until the old "cut back" adhesive is just a film. Do not sand cuz it may contain asbestos. Use a wallpaper scraper which looks like this; http://www.core-industrial.com/manage/gallery/tSCRAPERS%20%28Small%29.jpg

Make sure the bag of thin set mortar says it's compatible with cut back adhesive.

Just off the top of your head, can you think of a couple brands that would work on cutback?

Many if not most good quality modified thin set will work over cut back. All brands have products for this purpose. It'll say so right on the bag. There are many brands. What brands are available to you?
