ceramic tile over old vinyl glue

I want to put ceramic tile down in my basement. I removed the old vinyl tile but there is a black glue and I'm not sure what to do. One says grind the floorto expose cement another says to build a subfloor. And another guy I talked to says it is ok to use a tile glue right over the old vinyl glue. Help somebody please.

If it's just the residue, chip up any thick spots and go right over it with a good modified thinset rated for cutback adhesive, Flexbond from HD will work fine.
