Installing tile on concrete floor

Do you have to put anything down over a concrete floor to install tile?

No, you dont have to, but you should. A quality crack isolation membrane from a a known and tested manufacturer, like Shluter, Noble, or Custom building products, just to name a few.
Otherwise any cracks (All concrete cracks eventually) will translate up into the tile.
