Ceramic tiles over older vinyl squares w/asbestos

Hi all, I'm looking at putting ceramic tile over the top of some older (late 1040's) white vinyl tiles with gold flecks. My home inspector advised there was asbestos in the tiles. I'd like to leave the old vinyl tiles and put ceramic over them. I've been told if I "rough up" the tiles with 60 grit sandpaper, the new tiles should stick ok. Has anyone done this with or without success? The tile shop guy seemed confident the asbestos wouldn't be on the top of the tile (I'm guessing he thinks it's in the mastik below?). Any insight is appreciated!

WRONG. As soon as you sand VAT, vinyl asbestos tile, asbestos becomes airborn. That's when the stuff is bad.
